
Development of Regional Recovery Hubs

April of 2023 saw the dawn of a new approach to treatment and recovery in the Commonwealth of Pennsylvania. At that time, the Pennsylvania Department of Drug and Alcohol Programs (DDAP) awarded $4 million in grant funding for the establishment of nine Regional Recovery Hubs (RRH) across the state. Each of these Recovery Hubs was tasked to enhance the availability of resources for individuals in recovery, and to promote recovery across the state. Erie County Office of Drug and Alcohol Abuse was selected as one of the designated grant recipients to grow programming in our corner of Pennsylvania. Recovery Rising was launched.

Each region was directed to conduct a localized needs assessment for recovery support services, including a need determination and analysis of service availability. Using the input from consumers, professionals, and concerned individuals, the Regional Recovery Hub developed strategic action frameworks focusing on supporting multiple pathways to and through recovery. Incorporation of peer support, family support, and self-care was paramount to the process.

The culmination of efforts will embed, expand, and promote localized recovery-oriented systems of care. This person-centered system of care will incorporate a wide-range of community services with a goal of improving health, wellness, and quality of life for those in or seeking recovery.

Role of Regional Recovery Hubs
​
Regional Recovery Hubs are designed in a 'hub and spoke model' to provide recovery supports in their designated region. Each regional “hub” will support community-driven services that will serve as “spokes.” The hub will provide technical assistance and collaborate with a variety of community entities, sectors, and systems to enhance a recovery-supportive community and facilitate recovery support service delivery.

In addition to the Erie County Office of Drug and Alcohol Abuse, there were five other designated Regional Recovery Hubs: The Council of Southeast Pennsylvania, Unity Recovery, Armstrong Indiana Clarion Drug and Alcohol Commission, West Branch Drug and Alcohol Abuse Commission, and Northbound and Co.
